[Suggestion] Bandwidth allocation

Example use: If the user has a bad ratio on a tracker, select the tracker label to select torrents from the tracker, right click bandwidth allocation column and select high. If the user is the first seeder on a torrent, give the torrent a high bandwidth allocation.

You can already set bandwidth limit on torrents and columns Down Limit and Up Limit already exist. You can also use the labels plugin to group torrent with a particular trackers and so also set the per torrent bandwidth.

Allocation is not the same thing as limit.
