Deluge 1.3.4 won't install on my Win 7 Partition

Hi. I have not used a forum for a very long time so please be patient with me.

I have been trying to use Deluge 1.3.3 for two weeks and I keep getting the "No Incoming Connections!" message. I have tried everything I can think of with no success. Today I tried to download and install Deluge 1.3.4 three times and in the proceess of the install it says it cannot install most of th files. I am wondering if anyone else is having this problem with the installer package. I need to bring this to the attention of the creators.

I would really like to try Deluge but I just can't get it to work.

I have a Linksys Wireless G Router and share an internet connection with the guy downstairs who has a Bell 2-wire Modem. I have set up port forwarding on both and still have "No Incoming Connections!"

I have been able to load up three torrents (magnets) from The Pirate Bay (plenty of seeders) but the size of each one says 0.0 KiB. I don't understand that either. Does anyone else have a similar problem with this too?

The magnet files always will show no details at first. After about a minute when it starts downloading you will get the details of that file (files to download, size etc.).
