On the Edit Trackers window (right-click on a torrent), the Up/Down buttons allow editing tiers after adding trackers, but they aren't really intuitive. Naming them simply "Up" and "Down" could refer to the trackers' positions in the displayed list, their position in their current tier (which doesn't technically matter, but it might appear significant to uninformed users), the priority of the tracker's tier, or the numerical value of the tracker's tier. Currently, the user must click the buttons to narrow down what they actually do, and even then, their effects might not be entirely clear.
The text on the Up/Down buttons should be changed to something more descriptive, like "Demote Tier" and "Promote Tier", respectively. This could be supplemented with tooltip pop-ups revealing more information when hovering over each button. The words "promote/demote" are preferable because they implicate the tier's effective priority rather than its numerical value. Other choices such as "raise/lower" or "increment/decrement" can be confused with the numerical value.
Also, the positions of the buttons should be switched because the "Up" button currently moves the tracker down in the list. The numerical values Deluge displays for tiers are backwards to the tiers' priority. Ideally, the "Promote Tier" button would be positioned above the other, and it would decrement the tracker's tier value, thus moving it upwards ("promoting" it) within the list. Both buttons should be positioned next to one another to indicate their relationship, and they should both be positioned below all of the other buttons on the window because the tier-related operations are dependent on there first being a URL to click.
The "Edit" button does not indicate that it only affects the URL, so its text should be changed to "Edit URL".
