Hi,
i'm running Deluge 1.3.2 on both Ubuntu Linux (10.04) and Windows 7. However, i can't seem to get the full upload/download on neither of the systems. I limited the bandwidth to 60 kb/s for the upload and 600 kb/s download having a 6 MBit broadband connection. The highest download speed i get is like 540-550 kb/s while the highest upload speed is something like 46-47 kb/s. I'm running Transmission on Ubuntu which always gives me the full bandwidth, same with µTorrent which i'm running on my Windows 7 machine. So, i'm wondering if this is a bug in Deluge/libtorrent or there's some bandwidth/network settings i have to adjust to get the full speed. Got everything else sorted out, Ports are open on my router, i even use the same port for Transmission as i'm using for Deluge so that shouldn't be a problem.
Hope someone knows a solution, let me know also if you encounter the same problem.

Edit: Just wanted to add that i run Ubuntu and Windows on different machines, Ubuntu on my laptop and Windows on my desktop machine.

I installed qBittorrent and even though it's based on libtorrent too, the problem seems to not occur in it, i get consistant upload speed of ~60 kb/s there. So it seems to be a bug in Deluge. Hope you'll be able to fix that.

Speed issues with torrents are notoriously difficult to pinpoint and since you are the only person reporting this we need a lot more details than you have supplied.
For example these are a few questions that come to mind:
What version of qBittorent are you using?
Have you tested with identical versions of libtorrent?
What are your Bandwith settings?
What are your Queue settings?
What are your Encryption settings?
Do you have an plugins enabled such as Blocklist?

qBittorrent 2.7.3
No idea.
Default settings, except i limited download to 600 kb/s and upload to 60 kb/s.
Also default, i didn't change a thing.

I have blocklist and scheduler enabled.
Btw, i remember i also didn't get the full dl/ul speed when i used to have Deluge 1.3 RC 2 installed on my old Vista machine, so that make 3 different systems now on which i can't get it to work @ full speed. And i would be really surprised if i was the only guy on this planet with this problem.

I have installed the latest qBittorrent now, and it seems to have the same issue so it might be a bug in libtorrent? Version of qBittorrent im using: 2.8.4, seems to use libtorrent v0.15.7.
