Cant Install Deluge on Windows 2008 Standart Server ! !

Hi guys,

I dont know but i cant install Deluge 1.3.1 on my Windows 2008 Standart Server R2.

This is error im getting ;



Before this i was using deluge 1.3.1 on my old server windows 2008 standart r2 and never got this like error. So what is the wrong ? same operating OS but cant install deluge 1.3.1
