Deluge "State 7" on Seeds? Not Seeding?

The reason for this strange bug is that "Downloading Metadata" and "Checking Resume Data" torrent states were added to the libtorrent python bindings for 0.15.5 and Deluge releases have not been updated to handle these new states.

I have downgraded libtorrent 0.15.5 to 0.15.4, but this problem doesn't solved for me.

Could you try with a fresh config as the state file may be holding that value.
