Hi there,
This has been happening on and off for the past few months, but now seems to be a permanent fixture.
I have deluged running on one of my servers, and am using the webui to access it from other machines. The server is Ubuntu Linux 10.01 running deluged/deluge-web 1.3.0. Clients are Firefox 3.6.13 and Chromium 9.0.597.94 on Ubuntu 10.0 (not the same machine as the server) and firefox 3.6.13 and Chrome 10.0.648.45 on MacOS X 10.6.6.
I primarily use Chrome/Chromium since the webui is too slow on Firefox, but I've tried those too to see if the problem persists.
What happens is the webui... hmmm... All the elements are there, but they aren't 'filled'. Table cells are just the outlines of the tables, progress bars are outlines of the bars. This makes things very unclear and sometimes makes text really hard to read.
I've attached a screenshot of that the login window looks like. When logged in EVERYTHING looks like that, and everything is transparent like that. If you click on "remove torrent", for example, that window is on top of everything else but transparent.
This used to happen and then stop happening randomly, but it's been like that for several days now on several browsers. Any ideas?

Re: WebUI broken display
The first thing to try is to upgrade the the newest released version.
