I figured that I should report this to the developers here, since I will be forced to downgrade to 1.2.3.

Libtorrent rasterbar is at the core of Deluge and since 1.2.3, 1.3.0 and 1.3.1 can all use the same lt version this seems arbitrary. No one else has reported any other trackers doing the same.
We can only suggest that you speak with the tracker admins and find out the exact details. The version of libtorrent they are basing their ban on, would be useful. Deluge can use either >0.14.10 or 0.15.x.
