Suggestion:
to implement announcing for all trackers in the trackers list for particular torrent (not only first successfully announced)
and get peer list from all of these trackers

uTorrent does announce by exact this way, for example

[loki]

Is because utorrent and all other programs that do it that way are not following the "correct" bittorrent protocol.
