prioritising downloads

I have 2 downloads running. The download in queue position 2 runs at pretty much full speed and the other download at close to zero, even tho I've set all of its files to high priority. When I pause the one in queue position 2 then the first one returns to full speed. I'd rather have both active at once during my off peak window (I use the scheduler plugin) but be able to influence which one completes first. Is this possible? Thanks.
