High CPU usage for nothing? + no sync bug for stats +plugins

1.
for deluge.exe i get ~10% cpu usage when Deluge is just running and doing nothing not even a single torrent in it and if i open preference it can get up to 60% cpu usage and lag a bit =\ when downloading & uploading at full speed it's still 10% +- 2 %

2.
in list of torrents it doesn't sync stats to real ones if you open tabs other than status like peers of files tab for torrent

3.
can't install plugins
i downloaded http://dev.deluge-torrent.org/attachmen ... -py2.5.egg placed it to \Deluge\Deluge-Python\deluge-1.3.0_rc1-py2.6.egg\deluge\plugins went to preference -> plugins -> refresh - nothing happened, -> clicked "install plugin" - selected AutoPriority-0.5-py2.5.egg - nothing happened, list of plugins is still the same and autopriority isn't there

* Libtorrent Version - dunno, the one that came with 1.3.0 rc1 no?
* Operating System Version - winxp sp3

* Plugins Enabled - none
* WebUI, Console or GTK - dunno, just installation for windows
* Web Browser - ?.? chrome. firefox
* Filesystem - ntfs
* Installation Type - from package

I've also noticed the sync issues. Never had issues before 1.3.0 RC. Most of the time, nothing for upload/download will show for any torrents, but at random intervals it will eventually update them. It will continue to be stuck at that value again for a random amount of time. This appears to be able to happen for any value; not just upload/download amounts. I've seen seen the progress bar get stuck at some percentages, or stuck saying it's downloading or seeding when it isn't. Not really sure what other information I can add.
