gtk ui remote access no remote download?

I can access the webui and download torrents. But when I log into the gtk from windows, it lets me and pulls up my deluge setting/preferences but it gives me an error cannot find file path /var/lib/deluge which is on my linux server. When I go to download from the gtk I get an error. Is this normal? Can you only get your preferences from the gtk ui? Can I not remote download from it? Also I cant add hash url/magnets to my webui its grayed out. How do I fix that? Thx for the help and great program!

Well i did more searches and came across some info but still wont work.

I added tunneling to putty it looks like this 127.0.0.2:58846:192.168.0.7:58846

Is this right? Because it still doesnt become green in the gtk.

Well the script never ran at boot so the services weren't running idk why it worked before.
