Bug: Cyrilic Windows user name. Deluge didn't work

If User in Windows named in Cyrilic letters (e.g. "Пользователь") then Deluge in start rushing error, severial errors in options, didn't save options -> program didn't work.
Cause of folder C:/Users/Пользователь/ cannot be accesed from Deluge.
With my English cannot post in Bugtracker [and find it too].
