"Connection Timed Out" on everything

I built deluge 1.2.3 from source.
Deluge was working fine with 900 torrents until now

I currently have 200 torrents in total and deluge is saying "connection timed out" for all of them.
There is nothing wrong with the tracker (the chances of all 10 trackers being down?)

If I run the same torrents in utorrent it works fine.

Any ideas here? I'm running on a dedicated server.
