100% cpu usage if download speed is limited

Same problem for me.
Deluge 1.2.0 started on headless server with web interface. If not limit download all works normally, cpu load from deluged ~5-7% (VIA Esther processor 1500Mhz). If set limit speed download, processor loading increases to 100% and does not work upload.
I tried to install deluge from svn trunk - the same problems.

In my case I could fix this problem by disabling connection limiting (while bandwidth limits still apply ok). I'm back to around 2% overall CPU usage (previously 25% overall / 100% on one core).

I'm running Deluge 1.2.1 on Ubuntu Karmic 2.6.31-19
