Max Upload Speed when not downloading

Hi, is there a way to set the Max Upload speed when all downloads have completed?

I have another idea, using Execute Plugin we could send a command to deluged to change the upload speed during seeding and when ratio reaches 1 (or X) stop that torrent.
The problem is that i don't know how to do this
