[suggestion] skip hash check and seeding only

Hello,

I'd like to suggest 2 things for Deluge:

1. Add an option to SKIP HASH CHECK if the files for the torrent are already there
2. Add an option to ONLY SEED a torrent when it's added

and as a side note, stop spitting this error when I have 2 torrents SEEDING from the same source:

It's really really annoying. I have to click OK every minute or so in order to have it working.
