What qualifies as a slow torrent?

I've got the box checked to enable the feature. I've got the download limits defined as 9mb/sec. I have the max concurrent downloads defined as 3.

The feature does not work, I have torrents averaging 1k/sec and still holding up the queue.

Deluge 1.2.0 final.

Slow torrents are active torrents whose download and upload speed are equal to 0.0.

At the moment this is hardcoded into libtorrent but hopefully it will be made into a user customisable option.

Thank you, I hope so because as it stands I think the feature doesn't work. Is it including overhead? Because I've not seen it at 0k/sec ever, even when the torrent seems dead.
