Unable to connect to peers

I am having problems downloading - my ports are correctly forwarded, and peers are appearing in the peers tab, but I can't connect to them. Any ideas?

Running on Windows 7 64-bit with Deluge 1.2.0 RC2.

Is the tracker blocking you or giving any error message? Or the torrent is private?
Does it happen with any torrent?

No error messages from the tracker (it is a private tracker, but I am a member). I have also tried using an Open Office torrent - again I seemed unable to connect to many of the peers, and had a download speed of around 8kbps. Opening the same torrent file in uTorrent gave me a download speed of 700kbps.

Is their a passkey for the tracker or the torrents on that tracker?

There is, yes - but as far as I can tell everything is okay. Occasionally (like right now) I will be able to download, but at a much slower rate than usual. This is what I have at the moment:

I set the Ubuntu torrent to download to rule out the tracker for the other torrents being the problem - as you can see, I really should be downloading at 700kbps+ with the amount of seeders/peers available.

I think i know your problem of what I used to have.

I am curious if it is what your half-open connections is set to. On my end, my half-open connections were the default value because that is how the OS set them when I installed. It's the default value based on the OS. Windows. I don't know what it is in Windows 7, if you are on that. When I set that to a new value, it raised my half-open connections. Meaning the amount of people I can connect to. I wasn't getting speeds that I should be getting after first until I searched around for increasing torrent speeds. I never had these issues since. Maybe it didn't affect you before when you downloaded great, but with the RC2, maybe it. I don't know. I know 2 programs that can change this value in windows.

This might be your issue, I don't know.

Yes, Microsoft has crippled this value in it's OS to prevent worms spreading.. You can hack some files to remove this restriction or set a higher limit. I think by default it's about 8 max half-open connections in Windows.

Vista with the service pack doesn't have a half open connections limit. And as far as I can tell win7 doesn't either. I have win7 pro and ultimate both 64bit on multiple machines and half open connections is definitely not limited to 10. Which is what the limit was in all previous MS OS before Vista SP1.

I'm sorry but I'm thinking this is not the problem. I'm on Vista, with half open connections set at 4 and I can get maximum speed through my connection.
I would suggest on the port which is used, is there a possibility your ISP is throttling certain ports? With utorrent you said you can get full speed, did you try that same port using deluge? (not both at the same time of course)
As for the ubuntu download are you sure you just didn't give it enough time to connect/start? (based on your pic, currently connected to 2 seeds and 3 peers, I wouldn't expect fast speeds at all given that few of peers connected)
Make double sure that deluge and/or which version is an acceptable client on your private site... sometimes private sites even ban certain ports/ranges... just to keep that in mind too.
