it looks like LSD (Local Network Peering) is not compatible with proxies (or is totally broken!)
Usually you use a proxy to reach the outside of your local network, but the local adresses can and MUST be adressed without going through the proxy.
As I'm using Deluge through a proxy, it looks like it correctly finds other peers on the local network, but is unable to reach them as it tries to do so going through the proxy!
Could we have an option (as in Firefox for example) for adresses we do not want to reach through the proxy. The interface for excluded addresses/sub-networks could be in the Proxy Dialog.
What I did to check that, I manually added one of the local-network peers and nothing happened. Wireshark shown no traffic between the two peers. Peer is not added. My proxy does not support local-addresses.

P.S.: I would have liked to make that a TRAC ticket, but it is very unclear how to create tickets on Trac... or how to be granted the proviledge to do so.
