I've searched for "security level" or "TLS" in my /etc/ssl/openssl.cnf but I found nothing

How do I change the openssl security level?

Exactly the same happens to me. In my machine, a dual core, top shows right now deluged at 186% CPU. Is almost impossible to connect and configure anything (running in thin client mode). I have the exact same problem. Is great knowing the reason, but what would be great *and* useful would be knowing also a solution or a workaround at least :-) Maybe giving deluge a port range would fix it? and if so, how wide the range, 2 ports? 5 ports? more?
