My hunch is that my (and possibly others') Deluge speed issues may have something to do with this: http://forum.deluge-torrent.org/viewtopic.php?f=7&t=16965&start=0 , see esp. second post. While this may not be so immediately noticeable on a regular PC, it's quite acute in a thin environment...

I still get "no incoming connections" Did you forward your ports in the router? I think the current uPnP implementation is either broken, or, at least, it doesn't work with my router. There have also been other complaints in this respect (see here: http://forum.deluge-torrent.org/viewtopi...

Just an update that may be of relevance: tried to figure out when this snail-pace "mode" kicks in, and I can definitely state that this happens after some (any) torrent finishes downloading. After fresh Deluge daemon startup I get reasonable speeds until some torrent finishes downloading, ...

..when i noticed smg strange..When closing deluge and restarting it after a few seconds,the torrents seem to get better speeds (for a while?)..Dont know if there is smg i am missing here..maybe its just my idea, but re-starting deluge for a few times seems to solve the speed problem temporarily... ...

if you're using nipfilter.dat.gz on deluge's server then you should have emule ip list selected as type. Yeah, that did it, thanks! :D Well, it turns out that I have to do this "Check Download and Import" manually every time I restart the Deluge daemon: is that how it's supposed to be?

that should normally fix the problem. Myeah, sorry, it doesn't. Padlock @ 0 no matter what.
