I'm a Deluge newbie too but in my experience it seems to bypass failed proxy connections and connect directly to the peers. You can see the actual network connections with netstat or Tcpview. This one is another good tracker check: http://ipmagnet.services.cbcdn.com

Is it possible for a nOOb user to update the latest Deluge to libtorrent 1.0.7? I tried downloading and exchanging only the libtorrent.pyd file in Deluge's folder but nope - it doesn't seem to load.

Hi, I just tried Deluge with anonymous and elite HTTP proxies (all connections) and I realized by netstat that Deluge still connects directly to peer addresses (at least for the upstream connections).
