You could install the latest libtorrent, then copy the libtorrent.pyd file to Deluge install.

I'm using windows 7 and I've also already updated to the latest libtorrent for windows.

Update I realized if I download the files on to my external hard drive they don't get an error. What could this mean?

Most of the torrents that I download get an error after about an hour and they stop downloading and seeding.
