I removed the directory .config/deluge. After starting deluge with a blank slate, it started to work again. I then proceeded to add my setting back one at time to see what would happen. I tried testing it by downloading ubuntu. Finally when i added the proxy for the tracker, it stopped connecting to...

I also tried it with qbittorrent and it worked even with the socks proxy. The tracker status in qbittorrent stil timed out, but it was still able to find peers.
