There is clearly something wrong with the install on your debian machine as there should be 7 built-in plugins showing. Can you delete/move your entire config folder and try a fresh one. I went and installed deluge on my Windows7 machine I use normally. I got it to connect to the daemon on my bittorrent machine. I still can not see any plugins nor can I upload any.

Have you tried to enabled the plugin from Preferences->Plugins? The scheduler plugin cannot currently be configured with the webui. Just thought of this. Does the scheduler totally stop all torrents during certain times? I was looking for something that would say cut it back to 30kbs up and down during peak hours then let it rip off peak.
