Only one torrend seeding

Hello,

I searched Google and this forum but I couldn't find the answer I wanted.

I started my own "private" tracker for me and my friends. Only they receive the torrent-files, all network options are turned off (DHT etc.) and transferring is fully encrypted. We don't want anyone knowing what we share, so we only are 4 to 6 people sharing. All ports are forwarded correctly.

Unfortunately I cannot actively upload (seed) more than one Torrent at once. I currently have roundabout 20 torrents active with the status seeding. Unfortunately I only upload to one person and not to others. After some time it rotates but I was not able to track when the changing happens. My upload speed it limited to 650kb/s, my friends' download is slower than that, so I should be able to upload to one with 400 and 250 to another. But it only uploads to one with 400.

My Deluge 1.3.3 runs on Debian (this is the newest version for it), the others on Windows on version 1.3.6.


My settings:

Bandwith:
Max. connections: 200
Max upload slots: -1
Max download-rate: -1
Max upload-rate: 650
Max half-open: 8
Max connections per second: 5

Per torrent is everything at -1 and -1.0.

Queue:
Active torrents: -1
Active downloading: -1
Active seeding: -1


I hope someone can help me identify or explain what is happening here.
