Proxy Socks5 w/Auth Torrents won't start

I have a working install of Deluge 1.36 on Ubuntu 12.10. All works fine with torrents automatically loaded from a flexget script. I signed up for torguard proxy service. I don't know exactly when this behavior started as there were probably torrents in the queue when i configured the proxy, but i found several torrents active but not downloading. I thought maybe it was a permission problem but i checked that. Permissions are fine. I disabled the proxy and stopped and restarted the webui service everything started to download. I re-enabled the proxy and the downloads complete just fine. However, if new torrents are found by my script, the same routine must occur to start the downloads. Does anybody else have a suggestion?
