auto-calibrate uploads

Thank's for your good job, and for all bugs killers of new release. The wizzard is fine.
My wish would be autocalibrate uploads parameters (number of clients per torrent) to keep mean of uploads clients higher than a minimal level (ex. 4 kio/s per client)
