Deluge suddently stoped starting

So i was using it for a month now, no problems ,my isp capped my speeds between certain daily intervals, both down and up speeds were reduced to around 10% of the original value. Deluge was the only one that passed that like it was nothing there. So last night was about to go to bed ,stoped deluge, turn off the pc. This morning i turn on the pc ,double click on deluge and nothing happenes .The hourglass icon apears for 2 seconds and then the system remains silent ,like nothing has happened. So i find myself in the "nice" situation that i can't start deluge .And this means no leeching ,cuz nothing else works with the BT filtration my isp is using. I installed a new 5.1 system last night , so the only things that were altered software wise are new sound drivers ,latest k-lite codec pack and latest winamp 5.51 professional. But the thing is i installed these last night ,retarted a few times but deluge still worked. And this morning nothing i do seems to work, i unninstaled it, clossed all proceses from taskbar ,erased any log from regedit that i found, manualy deleted the folder from HDD with the remaining files after unninstalation. Nothing works, still won't start. The only thing that happens when i click deluge icon is the process dbus-daemon-deluge.exe apears in the taskbar, but this was there all along , just that now this line apears but the program doesn't start. Any software conflict that i should now about , any suggestions are welcome ,cuz right now i'm looking at utorrent strugeling at 30 kilo

which folder? the one found in program files or the one found in application data?

oh god, you're right, i forgot that and now it works. So this is a lesson for everyone to always read the faq I meant every file except that I just got off work till 7 jan for the hoolidays and i was planing some major anime watching ,dusk till dawn, and when i saw deluge won't start it felt like all my plans were going down the drain. You saved my hoolidays ,thank you
