My max download speed is 640kbit/s (80kB/s)

all that means is that you're not connected to any seeds. you dont have to be, though. you're connecting to peers, which is enough. try svn since earlier versions had wacky numbers

It must be some BUG in Deluge, because I used other clients and everything was fine. Since I have used Deluge 5.1 (and later) I can't download anything.

I have public IP.

Any idea?
