Cant download any thing

hi
am using deluge 1.0 on ubuntu 8.04 , the problem is the speed is about 1 KB thats sucks and dont know why , i configured the port and tried so many trackers but still the same and it reaches 3 KB in best case , my (ISP) are restriction torrent (as they said) and i tried to use encryption (enabled ,forced ....) and the result still the same i dont know what to do plz help
