D/L Bandwidth Issue

I was running Deluge .5x under Ubuntu 8.04 and everything was running great.

Since I greatly prefer Deluge over other clients, I decided to upgrade to the latest .9x revision.

After uninstalling the old version, I installed the .9x update and loaded some torrents.

Immediately I see something seriously wrong in the client's configuration that severely affects d/l speeds.
I attempted to tweak various configuration parameters, but none affected the d/l speed approaching what I have seen under the older .5x revision.
Under the new version, downloading from 7 different torrents, none of the links ever exceeded 2-10kbps rates. These were from site's I know support 200-400kbps rates.

Not being able to effect any significant speed increase, I gave up and uninstalled Deluge .9x and reinstalled the older .5x version.

Resuming the previous torrent downloads, the older .5x version downloads the same torrents but at 10-100x the d/l rate of the newer .9x release.

I also notice quite a bit more CPU usage causing other apps to pause and stutter when Deluge .9x is running.

I love Deluge and take my hat off to the develoipers, but for now, I think I'll sick with the .5 release. 8-)
