just tell deluge to save to the same place and if deluge finds it, it'll continue it.

nope, don't work, tried that before i posted this topic
however i found out that i can add the .torrent file saved in bitcomet folder to start a new download, but not continue
and also, it only supports english text .torrent files, files that were saved in korean, chinese are unable to add, it'll just say runtime error and close.
oh well, if there's no way to continue my bitcomet files in deluge, i'll just have to wait it to fonish in bitcomet :(
anyway thx :)

make a copy of your files in case you're worried.
make sure you've selected "ask where to save each download" in your preferences
open a .torrent that you were downloading in bitcomet
save it in the same location as the partially downloaded file(s) (if the torrent contains a folder X don't choose to download it in X but rather in its parent directory).
deluge will automatically detect the file(s) and continue from there.
note: the checking happens when the file starts downloading so if you add a torrent and its paused then it will say 0% until you let it start downloading.

if you've done all of that and it still starts from scratch well then file a bug report :P
