When I try to download a filter file using Blocklist Importer, it fails with the error message
Couldn't download URL: [Errno socket error](10061, 'Connection refused')
The filter URL is
http://www.bluetack.co.uk/config/nipfilter.dat.gz
This works when I am logged in using an administrative account. The problem appears only when I am running as a normal user. From this I conclude it is a permissions problem, but on which file(s) ?
Versions:
Deluge 0.5.9.1
Windows XP Pro SP3 (English)
Anybody have any words of advice ?

whenever you've received that message, have you actually checked that the site is up?

No joy there. I can do a Blocklist download as Administrator, close deluge, and immediately try the same as a normal user - and it fails. Ditto vice versa. I've tried that several times. Unless Bluetack's ups and downs happened to be synchronized with my tests, that isn't the cause. Thanks for the idea though.

Maybe it's because you keep going at their servers multiple times.

Nah - I retried once and then waited 20 minutes before trying the cycle again.
I also tried with http://bluetack5.snowmanuk.net.nyud.net ... splist.zip, which downloaded fine via Firefox, but had the same problem when I tried to download using Blocklist Importer.
Am I the only person with this problem ?
