My deluged uses the processor periodically, every hour it is doing something for about 3-5 minutes and uses about 20-40% of cpu.
How can I find out what exactly using CPU, and disable it or change this 60 minutes period?

My best way to approach this is to start with dividing all of your torrents in batches. Lets say you have 100 torrents running.
Make it like 10 batches. With each batch stop it to see if the situation changes. If not start that batch again and begin with the next batch. Eventually you would maybe see a change in behavior, so you can narrow down your focus.
Lets say it is batch 5. Then you can again divide that it in to two batches and then within few days you maybe can pinpoint which torrent is causing this problem.
If not, then eventually after all 10 batches you can stop all of your torrents to see if then you see some change.
Do the same with plugins if you have some turned on. Start disabling some to see if you see some changes. If you see a plugin causing you the issue, then start testing with a new clean default plugin config. Then start changing your settings back to what it use to be, one by one.
Hope this gives you some direction how to handle it.

I have no plugins, about 5 downloading torrents but they not downloading from many weeks, and about 15 completed paused torrents. I can try remove all torrents.

Can you also pause those 5 downloading torrents also? Or pause each of them each turn, to see which one is causing the problem (maybe all of the is also possible).
