Unable to run v.2.2 on Windows 7 machine

Machine: Old laptop- HP ProBook4540s
OS: Windows 7 Professional
Deluge Version:2.2.0

After seemingly successfully completing my install using Deluge- 2.2.0-win64-setup.exe and running the program from the start menu, I'm faced with a window titled: {{{System Error:The program can't start because api-ms-win-core-path-l1-1-0.dll is missing from your computer. Try reinstalling the program to fix this problem.}}}
Then, upon closing this window I receive another error:
{{{Fatal error detected: Error loading Python DLL'C:\Program Files\Deluge\pythod39.dll'. LoadLibrary: The specified module could not be found.}}}

I searched these errors online to no avail and suspect there's an issue with the lack of a suitable version of python being installed/ compatible with Windows7 to run the installer properly.

I've tried installing older versions (v.2.1.1 and v.2.1.0) from their respective installer.exe files and I still get the same error messages when I try to open the application.

I'm unsure how to proceed and a bit intimidated of building from source code, any help appreciated.

This sounds like there are issues installing deluge (obviously) and its dependencies (DLL files in this case) - but in this case I have neither of those two files in the installation path. Weird.

Are you installing over the top of an outdated installation? I would first recommend uninstalling Deluge (make your backups first, that would be in your Roaming directory of AppData (go start -> run -> type %APPDATA%\deluge and backup the entire folder "deluge" that it puts you in) - and then after you uninstall, go delete the Deluge folder from program files.

After that, reinstall 2.2.0 and report back! :)
