I wish I was kidding but somehow deluge got set to a password to open from my task bar and I do not know what it set it. i have tried the default and it does not work. I have tried every passwrod I could have possible set it to to and it does not open.

Is there a register file I can change to reset it? I have all my other settings good and working through by default so it's all running in the background but I can't get in and change any settings on the program in windows and I really need to do that even though my local host window shows me everythign but how to change this password which seems like a werid programming oversight some how.

Not sure what else to try because evevn a clean unisntall and reinstall did nothing. is there an config file I can change in sql maybe? that also seems incredibly compliced for just a silly and weird error to be making somehow but this has to be some kinds of weird dumb user error i did.

Anyone able to help this old man out? senior moment i guess

Excellent! This works! For me to clarify the post into a TL;DR for future reference....

1 First close Deluge through the terminal *run cmd through win+r > cmd. The correct terminal command to use is: taskkill /f /im deluge.exe
2 Then find gtk3ui.conf in '%appdata%\deluge' through file explorer.
3 With deluge closed, edit gtk3ui.conf in Notepade++ or something similar, whatever you would normally use, to remove line 'tray_password', and change 'lock_tray' from 'True' to 'False' or just delete it('False' by default).
4 Then start deluge again.
