Enabling The Web UI

Hey all,
Environment:
I've recently moved my Win 10 physical to a Proxmox VM.
I've had to port forward to get things up and running again, speeds are good.
Issue:
I cannot access Deluge via the web UI now.

I'm unable to enable the web UI plugin, but I'm not sure if I ever used it?
I've disabled my local Windows firewall to test, with no change.
