Feature: Allow 'skip hash check' on incomplete torrents

I wish to seed a torrent and I have all but one of the files.
I add the torrent to Deluge knowing that all of the files that I do have are complete. Instead of verifying I use 'skip hash check' since it's a fairly large torrent.
What I'd like is for all of the files I have would be marked as 100% and the remaining file would go on to download from other peers/seeds. The torrent would be added at say 85%. Instead Deluge just adds the the torrent as 100% and marks the torrent with 'Error' - 'Missing or invalid torrent data'.

I'm not how the skip hash check currently works but perhaps upon adding a torrent, all of the files could be looped over checking for missing entries and if the file priority intends for it to be downloaded then the torrent could be marked as incomplete and ready to continue downloading. Else if said files are marked as 'skip' then the torrent could just seed in its incomplete state.
