What I found to work, is this...
As I said, ejecting did not change anything. Next, I disabled all non-hd drives as suggested. Doing so required a reboot. After boot, I re-enabled them. The issue still occurs, but now, the eject fix works just as described above. Yay!, thanks.
Next, I tested the new version of Deluge. After disconnect VPN, etc., as described above for the old Deluge version, there is connection using new version. Yay!
It must have been something specific to the old version. Since Windows 7 was current when the old version came out, I suspect that the old version had this issue all along, but it is only recently that networks started their aggression against torrents, as at that time, I didn't even use a VPN and nothing like this happened.
