Files in wrong "state"

I have around 20 completed torrents (100% on files )
They are Queued (with no percentage following the word queued and they show a green "badge?"
They are in with items listed as queued for downloading.
I forced a recheck. No luck.
They do not appear ad queued for seeding (blue badge) so I suspect they are not seeding or showing as available to seed on the tracker.
They started out as two but more appear so there are more. How do I return them to their proper state?
