No access to core.conf

Hi!
I am running into a problem with core.conf while trying to set up server/client. When I try to edit core.conf, Windows tells me that I don't have permission to read the file.
I have tried to give my self access to both the file and the entire folder, which works as expected, but as soon as the service restarts, access is once again restricted and the settings are reverted. I have also tried to reinstall both Deluge and the service, and tried different paths for config_location.
I realize this might be a Windows related problem but I reach out here anyway hoping for your help, thank you in advance!
