I am sorry if this is duplicate issue post. I searched the board for "Port issue Ubuntu" and did not find anything.
I run Bodhi and I have a "Port Issue" problem that I can not figure out. I am sure that I have it miss-configured but do not know how. Below is a link to my Dropbox share of a picture of my Deluge network settings.

Oh I should have said that I am running both Expressvpn and Selektor. I used to run this same setup on Peppermint LInux but do not remember having this issue.

If your VPN doesn't support port forwarding, you will have this issue. But it looks like ExpressVPN has this feature. Have you checked the VPN configuration if it has the same port that you use in Deluge?
