Weirdness on Ubuntu Server

So I installed Deluge Server with the WebUI as I have many time before. A clean install on a brand new Ubuntu 18 VPS. Logs are clean, no errors, seems to work fine...but...when I drop in a torrent, even one with thousands of seeds, it seems none are active. For example, the seeds will show:
Seeders: 1 (1064), with that 1 going from 0 to 3, and then eventually staying at zero. Could this mean my service provider is blocking traffic maybe? Or have I misconfigured something new?
