Connection Manager is not available

I just rebuilt my PC with Windows 10. Fresh install of Deluge 1.3.15. When I open Deluge the connection manager icon displays for a split second and disappears not to be seen again. I am not able to establish a connection due to this happening. Any ideas on how I correct this issue?

The connection manager only or the whole Deluge app?
Any trace in the log about a killed/hung app?
A deluge reinstall may help, or you can try the 2.0 installer

I just found that turning off classic mode fixed the issue.
