Problem with port forwarding

Hi guys, I'm having the following issue:
My network settings:
I have a static IP, and everything (else) works fine
My deluge settings are:
TCP active ports go from 49153 to 49158
dht unchecked (is this good?)
upnp unchecked (is this good?)
I have a Linksys router wrt54g wich settings are:
I have setted the same ports from deluge to be forwarded
I have checked enabled, under the administration tab, de UPnP
the thing is, it's not working fine.
When I do the deluge port test, it says it's closed.
Usually, when I download a torrent that has MANY MANY seeds, I get decent speeds...but right now I'm trying this torrent with 6 seeds and 18 peers and I can't get any faster than 5 kb/s (my max is 125 kb/s); but my upload speed is always at it's max.
So, what should I do?
I have also tried disabling the UPnP, from the deluge settings and from my router settings, and it's the same.
Any suggestions?
