Downloads start fast, then slow to a crawl

As the title says, When I add a torrent, it starts fast, then it slows to nothing. This started a few days ago, I don't know anything that could have caused this. I have tried different trackers. I have checked the target directory, there is enough space there, and it has the correct permissions. This started in version 1.3, and I upgraded to version 2.0.3 on Ubuntu19.04.1, and the issue has persisted. I have the relevant ports forwarded. All of the torrents seem well seeded. The only plugins I have installed are WebUI, Blocklist, and Autoadd. I am not seeing these slow speeds in Transmission, or any other torrent client. I am seeding quite a few torrents (over 500) and that hasn't slowed me down in the past. This doesn't look like it has affected my seeding at all.

Does anyone have some thoughts as to what else I can check?

Maybe double check the permissions? When I don't have write permissions they start off fast and then as soon as the cache fills and it attempts to write to disc it just dies off to 0 download. Have to fix the permissions and re add the torrents. Not sure if restarting deluge helps since I usually just delete the torrent and start over.
