Hi,
I would like to start deluge at boot, but I would like to make it start after openvpn successfully connected to nordvpn vpn, any clue?

Matter of taste, really...

Either just enable openvpn and deluged to start at boot, and use iptables to lock down the deluged connectivity, optionally changing deluged's systemd service file to make deluged start after openvpn. Or, set deluged to be run from the UP directive of openvpn config. There's

several other more "unstandard" methods, so a little hard to answer, when so many answer-variations available.

What I think I would like to do (I am still pretty new to Linux services) is to setup a service that start openvpn and another one that starts deluged only when the other has finished, but before implementing a non-working service I would like to know if there is something I need to know specific to deluged service or openvpn service, or the combination of the two.

There are several dockers available that have been designed to do explicitly what you are looking for.
