deluged: org.gnome.SessionManager was not provided by any .service files

I'm trying to run headerless Deluge on a Raspberry Pi 3 running a fresh install of 64bit Ubuntu 19.10. When I start deluged it crashes and even on debug, no errors are written to deluge's log file but this is written to /var/log/apport.log:
I'm not sure why it's complaining about Gnome on a headerless system but I've tried installing gnome desktop, I've even tried running it - it took ages on a Pi! But still didn't solve the problem. Anyone got any ideas about what's wrong with this system?
